David Walkley was a New England landscape and marine painter and was also a teacher in Pennsylvania and New York. He studied at the Pennsylvania Academy of Fine Arts from 1867 to 1871 and at the Academie Julian in Paris with Boulanger and Lefebvre. In New York he painted with William Merritt Chase. Her also was a member at the Art Students League and the Salmagundi Club in New York City.
