Tor Albin Eugen Eliasson studerade vid Edward Berggrens målarskola i Stockholm 1938 och på Statens sjöhistoriska museum i Stockholm sommaren 1948. Han var marinmålare och före detta droskägare. Åren 1954-1959 var han lärare för konstnären Bruno Wiklund, född 1937 i Härnösand.

Utställningar:
Härnösand, Kramfors,Sollefteå och Ludvika. Deltagit i samlingsutställninear i Östersund.
